The 49-year-old was last seen on March 1 wearing jeans and an orange jacket; he is described as a 5'1", 141-pound Vietnamese man with brown eyes, dimpled skin and black hair. He walks with a limp and is missing the index and middle fingers on his right hand.

Lubna Ekramoddoullah, the public relations person with the Provincial Health Services Authority, said Phan is a client of Forensic Psychiatric Services but has been living on the Riverview site for a number of years.

She said the risk of Phan harming a member of the public is considered low but Coquitlam RCMP said that if he is seen, he should not be approached.

"They can't talk about specific circumstances... but it is important that he is returned to care," she said.
